PNP Explains Blurring of Mugshots in Quiboloy Case, Citing Human Rights Protocols

In a move never previously seen, the Philippine National Police (PNP) obscured the mugshots and footage of Pastor Apollo Quiboloy and the four people they detained in Davao. According to the police spokeswoman, PNP regulation calls for blurring images and videos in order to "protect [the] dignity [of the accused."

She emphasized, "Remember, they are also presumed innocent, even though we may find them guilty."

When asked if it would be possible for the general public to see Quiboloy without a mask or any covering, she indicated it might be. PCol said, "Tingnan natin." stated Fajardo.

“Sa darating na Friday magkakaroon ng arraignment, kung ire-require ng korte. Definitely ang arraignment niyan ay dapat physical although ang RTC Quezon City ang sabi ay videoconferencing lamang,” she said.

“With regards doon sa RTC Pasig, I understand na nire-require nila na physically present si pastor, but as of now, wala pang final ‘yan kasi mag-uusap pa ang DOJ at PNP kung ano ang motion na ifa-file nila, kung puwedeng gawin ang arraignment via videoconferencing,” she said.


On September 8, 2024, Quiboloy was taken into custody following a surrender ultimatum issued by the Philippine National Police and Armed Forces of the Philippines. The media was shown images of him and his co-accused that were grainy or distorted.
